Lou Leon Guerrero is an American businesswoman, nurse, and politician. The moment she is serving as the 9th Governor of Guam since 2019. Prior to being the governor, Leon Guerrero served 5 terms as a senator in the Guam Legislature from 1995 to 2007. In addition, she has also served for 14 years as President and CEO of the Bank of Guam.
Career
Guerrero started her career as a staff nurse at Santa Monica a Hospital in Santa Monica, California. After serving for a while she came back to Guam in 1980. Moreover, in 1980, Guerrero worked at Guam Memorial Hospital. In addition, she eventually became the hospital’s assistant nursing director. After that, she went to work at the Family Health Plan clinic and served as Director of Operations (1990–1994).

Serving as Senator
She began her political career in 1994 after she ran for the first time to be the new Senator for Guam. In addition, she managed to place number 9 in the democratic, primary. She then proceeded to the general election. In the general election, she received 20,168 votes on November 8th, 1994.
On Monday, January 2, 1995, Leon Guerrero was sworn in as a member of the 23rd Guam Legislature. Leon Guerrero was in the majority during her first term in the Guam Legislature and authored or co-sponsored 18 public bills.
1996 Reelection
In 1996, Lou Leon Guerrero ran for re-election to the 24th Guam Legislature. Moreover, she went and progressed to the general election after finishing 12th in the democratic primary election on September 7, 1996, with 10,185 votes.
On November 5, 1996, she was re-elected, earning 20,050 votes and finishing eighth in the general election. Being a minority member of the 24th Guam Legislature, She posed 6 public laws.
2001-2007
26th Guam Legislature
Guerrero came back to public life in 2000 when she sought a seat in the Guam Legislature’s 26th session. However, the legislative primary election was canceled that year. Due to cancellation she automatically proceeded to the general election, which took place on November 7, 2000. Moreover, Guerrero was elected to the legislature after finishing fifth in the parliamentary general election with 18,748 votes. Still in the 26th Guam Legislative, she was a minority leader, and being a minority member she managed to sponsor 5 public laws.
27th Guam Legislature
In 2002, Guerrero ran for the 27th Guam Legislature this was her fourth time to run. Guerrero progressed to the general election after finishing third in the Democratic primary election with 14,112 votes on September 7, 2002. Leon Guerrero received 23,651 votes in the general election on November 5, 2002. Leon Guerrero introduced 21 public bills as a majority member of Guam’s 27th Legislature.
28th Guam Legislature
Guerrero ran for re-election into the 28th Guam Legislature for her fifth time in 2004. She went ahead and placed fourth in the Democratic primary election on September 7, 2004, with 7,983 votes. Moreover, after placing fourth in the primary, Guerrero advanced to the general election. Guerrero was elected into the 28th Guam Legislature, placing 14th, receiving 14,853 votes in the general election on November 2, 2004. Moreover, during this term, she managed to author 27 bills, 9 of which became public laws. As a senator in the 28th Guam Legislature.
Business Career
As an entrepreneur, she was named Guam’s Small Business Administration’s Women in Business Champion in 2007. In addition, she attended Pacific Coast Banking School at the University of Washington, where she graduated in 2009. In addition, Leon Guerrero officially confirmed her bid to run for Governor of Guam in February 2017. After that, the President of the Bank of Guam chose Joshua Tenorio, Vice President of Guam Auto Spot, as her running mate in the forthcoming Democratic primaries.
The Leon Guerrero/Tenorio faced three other Democratic candidates: Aguon/Limtiaco, Gutierrez/Bordallo, and Rodriguez/Cruz. They won the primary election with 32% of the vote. After that, she proceeded to the general election. In the general election, she was elected as Guam’s first female governor. This was after she defeated the Tenorio/Ada Ticket with 50.7% of the vote in the general election.
After winning the election she was inaugurated on January 7th, 2019 as the 9th Governor of Guam at the University of Guam Calvo Field House in Mangilao.
